This is basically designed for application to wood above the waterline. A sealer should first be used on bare wood for water resistance and dry rot protection. On rough, painted wood that needs a smoother surface for the finish enamel, either of these undercoaters can be used. They are high-build products with excellent filling properties which can be used for a full, one-coat application.
